Okay, so I got around to doing what you suggested. I uninstalled all mods, deleted all the mod folders, and deleted those two documents. However, the "Please Wait" bar continues to stay indefinitely, and the deleted mods still show up in the list. It seems the problem is it's unable to refresh for whatever reason.
I am also unsubscribed from all workshop items. I figured out the problem. I had to manually hit the uninstall button for each mod. The mods are downloading again. Though in the process I accidentally uninstalled Clones and Drones.
